The application process
You will need to apply at least six months before your required service date to ensure the premises is connected in time for you or your new residents.
Applying at least six months before your service date will allow adequate time to go through our application process, as well as allowing us time to plan and provide the nbn™ access network infrastructure.
Once the application is submitted, we will assess the eligibility of delivering the nbn™ access network infrastructure to the premises.
Consider what you need before applying
Below are a few important things to consider before submitting a new application.
If you are a developer, builder or an authorised representative applying on behalf of a client, please speak with them about what you need before starting the form.
How the nbn™ access network fits into your construction plan
It's best to start incorporating the nbn™ access network into your construction plan once you have your planning permits and have appointed your builder. Remember to apply at least six months before your required service date.
If your development application is eligible, nbn will contact you with information on which build process to follow – depending on the development details you provide, including the dwelling type. The nbn™ access network infrastructure can be built to the premises through Lead-in Conduits (LICs), pit and pipes or pathways.
An nbn™ trained New Developments supplier can help ensure new development designs and installations are built right first time and to the correct standards, fast-track the certification process and get works underway sooner.
Government policy and charges
nbn is required to recover part of the cost of deploying the nbn™ access network infrastructure by applying a developer contribution charge per premises. This is in accordance with the Australian Government’s Telecommunications Infrastructure in New Developments (TIND) policy.
Developer contribution charges only apply to developers and builders. It is a flat rate charged for:
- Single Dwelling Units (SDUs): $600 inc. GST per premises
- Multi Dwelling Units (MDUs): $400 inc. GST per premises
Additional backhaul charges may also apply. To determine the final costs for your application, you will need to submit a new development application form.
What you'll need before applying
To assess your application, you will need to submit:
- Your contact details, including ABN (if available), to create a login for the nbn™ New Developments Portal
- Development details, including address, and development type
- Number of planned premises and non-premises services that require an nbn™ connection
You may also need:
- Other contact details, including contract signatory and billing contact
- If applicable, preferred payment details including credit card information
Please note that nbn is unable to supply broadband infrastructure if your development has existing agreements with other phone or internet providers. Applications may not be available for outbuildings and granny flats.
You can provide the billing information for the organisation you are applying for, a billing contact and an accounts payable contact.
Registered entity details
The payment invoice will be addressed to the registered entity name, unless you provide a preferred business name. The business name is the trading name for the entity.
Billing contact and accounts payable
nbn may liaise with the billing contact for enquiries relating to new development charges. A copy of the invoice will be sent to the billing contact.
nbn may liaise with the accounts contact for payment enquiries.
Depending on the details you provide, you may be asked to provide your ABN and an ABN for a billing purposes.
If you have an ABN and are a developer, builder, authorised representative of a developer or builder, or an owner builder; please provide your ABN details to have an account for the nbn™ New Developments Portal created under your contact details.
If you have not yet commenced construction and require a conditional approval only, you must still submit a new development application. Once your application is approved, an invoice for the final developer contribution will need to be paid. You will then be sent a letter acknowledging the availability of the nbn™ access network infrastructure in your area to support your council application.
Please note that, a new development application must be completed in order for us to connect the development to the nbn™ access network when construction commences.
A Lead-in Conduit (LIC) is one of the ways the nbn™ access network can be delivered to your development. Developments that require LIC usually have three or less premises, or all the premises are facing an existing road – where there is no requirement for pit and pipe works or pathway works.
The nbn™ access network boundary and the premises are directly connected through the LIC from the street without having any additional pits built. No private or public roads can be built as part of the development.
Pit and pipe works is one of the ways the nbn™ access network can be delivered to your development. Developments that require pit and pipes have more than three premises. These works include the pits, pipes and conduits, and are typically needed for Single Dwelling Units (SDU), super lots, Horizontal Multi Dwelling Units (Horizontal MDU) and Hybrid Multi Dwelling Units (Hybrid MDU).
Pathway works is one of the ways the nbn™ access network can be delivered to your development. Developments that require pathways have more than three premises. These works are typically needed for Multi Dwelling Units (MDU) and Multi Premises Sites (MPS) that are usually vertically constructed.
An MDU refers to developments that are joined by a common wall or property boundary, and are generally managed by a body corporate. Examples of an MDU include apartments, town houses, retirement villages and groups of strata title units.
