Telecommunications Infrastructure in New Developments (TIND) policy
In March 2015, the Minister for Communications released the Telecommunications Infrastructure in New Developments (TIND) policy which guides how phone and internet infrastructure will be delivered in new developments.
The introduction of infrastructure contributions to promote fairer and more effective competition was the key policy change – creating greater efficiency, innovation and choice.
nbn has introduced a number of new processes and charges to bring us in line with the policy changes in order to meet these requirements, ensuring minimal disruption to the delivery of infrastructure.
The key elements of the government policy
- Developers will continue to be able to choose carriers, including nbn, to service their developments.
- Developers will continue to meet the cost of pit and pipe.
- Developers will be required to contribute to the cost of providing phone and internet infrastructure.
- Developers will be required to provide ‘fibre ready facilities’ in all new buildings, units or lots in a new real estate development.
- nbn is required to deliver a one-time charge of $300 (incl. GST) to the phone and internet providers that place an order for an nbn™ access network service to a new development – providers may choose to pass the charge on to their end users.
- Provider of Last Resort Responsibilities will remain largely the same.
- Consistent with the Multi-Technology Mix (MTM) model, nbn will be able to select the technology it will deliver to the development(s).
- nbn will work with stakeholders to simplify pit and pipe specifications (where appropriate).
Developer contributions charge
In accordance with the TIND policy, the developer contributions charge is applied per premises. It is a flat rate charge applied only to developers and builders for:
- Single Dwelling Units (SDUs): A SDU is commonly a building with single premises including free standing and terraces housing; or a building with two premises on one lot such as a duplex.
- Multi Dwelling Units (MDUs): An MDU is commonly a building with three or more separate premises; or any form of strata, group, company or community title development. Multi Dwelling Units (MDU) are usually vertically constructed.
Premises mean a single place capable of having its own physical address, at which a single end user may require broadband services. For example, the planned houses on your blank lot that will have new mailing addresses. In some circumstances, premises may include non-premises services meaning a fire alarm line or an elevator telephone line that requires a connection to the national broadband network.

Backhaul contributions for medium to large developments
Backhaul contributions may apply if the nbn™ access network infrastructure required to connect the new development is not available.
Developers can determine all the potential backhaul costs by submitting a feasibility assessment for developments with 100 or more premises. However, to determine costs for developments of any size, you must submit a new development application.
End user contributions for phone or internet providers
nbn is required to charge the phone or internet service provider a one-time user contribution of $300 (inc. GST).
Under nbn’s Wholesale Broadband Agreement, this is referred to as the “new developments charge” and came into effect on 2nd April 2016. nbn applies this charge to the service provider that, on and from this date, submits the first order for an nbn™ network broadband service to complete at a location in a new development.
A service provider has the choice to on-charge this amount to the end user at their discretion.
Any disputes should be made through your provider. We have a process established with providers to deal with cases where the charge has been incorrectly applied.
